It looks like some sort of oil well.
Some where in Argentina, South Africa, or Australia?
I could be totally wrong too.
Either that or a construction crane - I haven't made up my mind yet. I agree on the probable locations (Actually, Argentina hadn't crossed my mind originally).

It's an oil well (at least I think it is), but it's definitely not in Kuwait.

I was thinking it could be one of the old launch sites at cape canaveral. I can't find it though - but the cape is big.

I scanned a big part of Argentina, and a lot of places looked very familiar to the pic.
Has this picture changed since?
