Quick thoughts: former railyard terminus under redevelopment; pyramid shaped building in bottom left corner; jetty from same building suggest north-flowing river.
Random guess: American Mid-west (or even Canada).

Well, I was completely wrong on the river direction, and I missed with the “mid-” too. Par for the course.
